HRB Report a stark reminder of lives lost
due to preventable homelessness in Ireland

Dublin, 15thth of April, 2026 – Commenting on the release of  the Health Research Board (HRB) Bulletin looking at deaths among those who were experiencing homelessness in 2022, David Carroll, Chief Executive of Depaul, notes this is a stark reminder that every month lives are lost due to preventable homelessness in Ireland. 

The HRB report reveals that 124 people lost their lives while experiencing homelessness in 2022. This equates to more than 10 deaths every month. With 50.8% of deaths occurring in temporary accommodation, it is clear that these environments are not long-term solutions for this vulnerable group. 

“The numbers are stark and we believe deaths would be higher without the preventative measures which have been put in place in NGO temporary accommodation – such as the use of naloxone, and suicide prevention interventions. While these figures tell some of the story they certainly don’t tell it all – they don’t take into account those people who pass away who have long histories in homelessness.”

“Among other things, the data underscores the complex intersection of housing, mental health, and addiction – something we have been talking about for some time. Nearly 84% of those who died had a history of substance use, and 38% suffered from known mental health issues. This once again is a reminder that homelessness is a severe health risk that demands more than just emergency beds.”

“The data brings into sharp focus the importance of the imminent drug and alcohol strategy as well as continued and improved funding from the HSE to deal with the issues of those presenting in temporary accommodation as well as those who have mental health difficulties. Renewed efforts are needed in order to support those people who have drug and alcohol difficulties.” 

“The report also highlights a tragic reality of premature mortality, with the average age of death just 46 years. While only 12.7% of the general population in Ireland dies before age 60, a staggering 85.4% of those in the homeless community died before reaching this age. This disparity is an indictment of the current system’s failure to protect these vulnerable citizens.”

“We are calling for an urgent integrated response from the Departments of Health and Housing. We must accelerate the delivery of supported and independent  housing and ensure that healthcare, particularly mental health and addiction services, is embedded within the housing system. Every number in this report represents a life cut short, and we must implement a compassionate, trauma-informed strategy to ensure no one is forced to die on the margins of our society.”
